Which kind of brake is touching?

Look at the brake's location before selecting instructions. A rim brake places its pads beside the wheel rim. A disc brake has a separate rotor at the hub, passing through a caliper that holds the pads. Do not confuse a tire touching a fender or frame with brake-pad contact.

For disc brakes, Park Tool distinguishes cable-operated and hydraulic systems: the former pulls a lever arm using a cable; the latter uses fluid through a hose. Read the model marking and match it to its manual. A general photograph is insufficient if the installed parts differ.

Why check the wheel before the brake adjustment?

Why is a mechanical-disc adjustment different?
